By Tenzin TopdenU.S. President Donald Trump on Friday signed the Taiwan Travel Act (TTA) into law, after both chambers of Congress unanimously cleared the legislation earlier this year. So if China is undermining American commitment toward Taiwan, then the U.S. has all the more reason to bring itself closer to Taiwan. China under Mao saw a different Soviet Union led by Khrushchev, and the 1969 border conflict reaffirmed the Soviet threat toward China. With both the U.S. and China growing wary of the increasing Soviet aggression, they put aside their differences over Taiwan and adopted the "one China" policy and the TRA. The passage of the TTA is not merely symbolic, but reflects a long overdue reassessment of U.S. policy toward Taiwan.
China to Apply 'Military Pressure' Against US for Signing of Taiwan Travel Act
The bill is a "seemingly innocuous" measure that allows "senior officials to travel to Taiwan and vice versa," Thomas Shattuck said in an analysis on Sunday. Beijing firmly opposes any country elevating relations with Taiwan and this stance is especially true for US-Taiwan relations, since Beijing claims this violates the "One China" principle, Shattuck noted. On Sunday, Chinese Defense Ministry spokesperson Wu Qian told reporters that "the Chinese Armed Forces are resolutely against the Taiwan Travel Act signed on March 16. This is a clear violation of the 'One China' principle and the provisions of the three US-Chinese joint communiques. This is a direct interference into China's domestic affairs harming the relations between the military forces of two countries."
Beijing 'strongly dissatisfied' as Trump signs Taiwan Travel Act
referring to The Chinese embassy in Washington said in a statement on Saturday that China was "strongly dissatisfied with" the travel act and firmly opposed it. "The relevant clauses of the Taiwan Travel Act severely violate the one-China principle," a statement from the Chinese embassy in Washington said. The statement said the US should stop pursuing any official ties with Taiwan or improving its current relations with Taiwan in any substantive way. In December, diplomat Li Kexin warned that Beijing would seize Taiwan by force if US warships visited Taiwan. "The Taiwan Travel Act has offered the possibility that officials, even high-level officials, from the US and Taiwan could conduct consultations on any issues.
Ignore the Hype: The Taiwan Travel Act is Legally Binding
Last Friday, President Trump signed into law the Taiwan Travel Act, which makes it a U.S. policy to allow high-level meetings between Taiwan and U.S. government officials. In this reading, the law simply declares a "policy of the United States" but does not require any action. As part of the "supreme law of the land," members of the U.S. Congress can use the Taiwan Travel Act to demand action by the executive branch on Taiwan contacts. But these limitations do not mean, as the media has casually reported, that the law is not legally binding. We can and should expect the Taiwan Travel Act to shape U.S. Taiwan policy in the near and long term.
