The notice reminds travelers that "terrorist groups including ISIS, al-Qa'ida, their associates, and those inspired by such organizations, are intent on attacking U.S. citizens wherever they are," and are increasingly focusing on "soft-targets" such as sporting events, political rallies, hotels, parks and shopping malls. The State Department recommends all international travelers enroll in the Smart Traveler Enrollment Program, or STEP, in order to receive security messages when abroad, and also make it easier to find them in case of an emergency occurs. The alert, which replaces one issued Jan. 11, does not mention the July 4 th holiday or specific threats from any one group or country. It does come a day after the FBI announced the arrest of Demetrius Nathaniel Pitts, also known as Abdur Raheem Rafeeq, for allegedly plotting a series of attacks in Cleveland, Ohio.
